Public Universities in Germany: Fees and Rankings 2026

Public universities in Germany remain one of the cheapest routes to a globally ranked degree for Indian students. They are funded by the federal states, which is why most of them charge only a semester contribution instead of tuition. The German Rectors' Conference lists around 400 state-funded and state-recognised higher education institutions, and the majority of them are public.

The DAAD degree database currently lists 22,703 study programmes across German institutions, covering engineering, medicine, business, natural sciences and the arts. A growing share of the master's programmes is taught entirely in English, which means you can graduate from a German public university without ever sitting a German language test.

The one thing that has genuinely changed since 2022 is the fee picture. Free education is still the rule, but it is no longer universal, and the two states where it has changed are exactly the states that host Germany's highest-ranked universities. Which Are the Top Public Universities in Germany in 2026?

Sixty German institutions appear in the QS World University Rankings 2027 overall. The ten below are the public universities that Indian applicants shortlist most often, shown with the tuition each one actually charges a non-EU student in the 2026/27 academic year.

Are Public Universities in Germany Still Tuition-Free in 2026?

The semester contribution is not tuition. It funds the student services organisation, the student body, administration and, at most universities, a nationwide Deutschlandsemesterticket for public transport. Freie Universitaet Berlin puts the winter semester 2026/27 contribution at EUR 376.80, made up of EUR 85 for student services, EUR 50 administration, EUR 10 student body, EUR 226.80 for the semester ticket and EUR 5 social fund.

Because the ticket dominates the bill, the contribution varies sharply by city. Munich currently charges the least of the big study destinations, because the additional semester ticket fee there has been suspended.

Note that the Technische Universitaet Berlin figure rises by a EUR 19.94 late fee if you re-register after the deadline, so pay on time every semester.

How Much Does the Technical University of Munich Charge Non-EU Students?

TUM is Germany's highest-ranked university and the only German institution inside the QS 2027 global top fifty, at rank 25. It was also the first Bavarian university to introduce fees for students from outside the European Union, and the change applies only to students who enrolled from winter semester 2024/25 onwards. Anyone already enrolled in the same programme before that date keeps studying free of tuition.

A handful of TUM master's programmes remain tuition-free for non-EU students, so check the fee line on your specific programme page before you budget. On top of tuition you pay the Munich semester fee of EUR 97.00, and the winter semester payment deadline is 15 September.

LMU Munich, ranked 61, has taken the opposite route and has charged no tuition fees at all since winter semester 2013/14. For an Indian student comparing the two Munich giants, that difference alone can be worth more than EUR 20,000 across a two-year master's.

What Do Baden-Wurttemberg Universities Cost for Non-EU Students?

Heidelberg applies the fee to bachelor's, Staatsexamen and consecutive master's programmes started in winter semester 2017/18 or later. Exemptions exist for EU and EEA nationals, for applicants holding a German university entrance qualification, for students granted asylum, and through a discretionary quota covering up to five per cent of new students. Exemption applications close on 15 July for the winter semester.

KIT charges the same EUR 1,500 per semester for bachelor's, teaching and consecutive master's degrees, and exempts EU and EEA citizens, doctoral candidates, scholarship holders and exchange students. KIT also confirmed on 11 March 2026 that it successfully defended its University of Excellence title, which brings up to EUR 105 million of additional funding over seven years.

The University of Freiburg sits at world rank 245 and fourteenth nationally in the QS World University Rankings 2027, and is among the top ten German universities for its share of international academic staff. Even at EUR 1,500 a semester, a two-year master's in Baden-Wurttemberg costs about EUR 6,000 in tuition, far below comparable degrees in the UK, USA or Australia.

Which Public Universities in Berlin Are Still Free?

Freie Universitaet Berlin is the highest-ranked of the three at world rank 98 in QS 2027, ahead of Humboldt-Universitaet zu Berlin at 140 and Technische Universitaet Berlin at 158. All three teach a substantial number of English-taught master's programmes, and the Berlin semester contribution includes the Deutschlandsemesterticket, which is valid on regional public transport across the whole country.

For an engineering or computer science applicant, Technische Universitaet Berlin is usually the natural target of the three, while Freie Universitaet Berlin is stronger in social sciences and humanities and Humboldt-Universitaet zu Berlin in economics, law and history.

Why Do RWTH Aachen and TU Dresden Attract Indian Students?

RWTH Aachen sits at world rank 104 in QS 2027 and holds University of Excellence status with three Clusters of Excellence. Its own cost guidance tells international students to budget at least EUR 1,100 per month for living expenses, split roughly into EUR 400 to EUR 600 for accommodation, EUR 200 to EUR 300 for food and EUR 100 to EUR 150 for health insurance.

Technische Universitaet Dresden, at world rank 185, charges study fees only in narrow cases such as distance learning, a second degree, long-term students who exceed the standard duration by four or more semesters, and certain postgraduate programmes. A regular international student taking a first bachelor's or master's degree pays no tuition at all.

What Language Requirements Do German Public Universities Set?

Heidelberg University states the rule clearly: German language skills do not have to be proven for English-language master's degree programmes. A few specialist programmes go the other way and demand DSH-3, including the master's in German Studies and the master's in Conference Interpreting.

Older blogs often refer to a DH2 certificate. There is no such qualification. The correct name is DSH-2, short for Deutsche Sprachpruefung fuer den Hochschulzugang, level 2, and it usually follows around 1,000 to 1,200 hours of German instruction.

How Do You Apply to a Public University in Germany?

1. Shortlist programmes using the DAAD degree database, which currently lists 22,703 study programmes, and confirm the language of instruction for each one.
2. Check the fee line on the programme page itself, since TUM and the Baden-Wurttemberg universities charge non-EU tuition while most others do not.
3. Arrange your academic transcripts and degree certificates, and confirm whether the university takes applications directly or through the uni-assist service.
4. Sit the tests your programme names: IELTS or TOEFL for English-taught degrees, DSH-2 or TestDaF TDN 4 for German-taught degrees, and GRE or GMAT only where explicitly asked for.
5. Prepare a statement of purpose and letters of recommendation, then submit before the deadline, typically 15 July for the winter intake and 15 January for the summer intake.
6. After the offer arrives, open a blocked account, take out German health insurance and book the student visa appointment at the German mission in India.

How Much Money Do You Need to Study in Germany in 2026?

The blocked account releases one twelfth of the balance each month into an ordinary German bank account. On top of it you should budget for the semester contribution, health insurance and the tuition fee if you have chosen TUM or a Baden-Wurttemberg university.

Put together, a two-year master's at a tuition-free public university such as Technische Universitaet Berlin or RWTH Aachen costs roughly EUR 1,500 in semester contributions plus living costs, while the same degree at TUM can add EUR 16,000 to EUR 24,000 in tuition. That gap, not the ranking, is usually what decides the shortlist.
